PRIMARY FUNCTION: This position is responsible for directing the District's ESPLOST Projects for Savannah-Chatham County Public School System, including strategic and tactical planning, design and construction.

 

REPORTS TO: Executive Director – Capital Projects

SALARY SCHEDULE: A-3

WORK DAYS: 250

 

REQUIREMENTS:

  1. Education Level: Bachelor’s degree in architecture, business, engineering, facilities planning, or relevant degree in construction management from an accredited college or university;

 Valid Georgia Driver’s License

 Preferred: Master’s degree in architecture, engineering, facilities planning, or relevant   degree in construction management from an accredited college or university

 

  1. Experience, Skill, and Certification: 
  • Five years building design and construction experience and/or 10 years Facilities Management experience.
  • Requires strong leadership, team building and management skills.
  • Strong organizational skills and the ability manage all aspects of Georgia Capital Outlay Program.
  • Documented experience in managing State of Georgia Capital Outlay application process.
  • Must have a strong working knowledge of Microsoft Office with emphasis on Excel and Access.
  • Ability to read all construction related documents.
  • Eligible for Georgia Professional Standards Support Certificate

   ESSENTIAL DUTIES:

  1. Work with Executive Director to develop strategic plans for ESPLOST and capital projects within the framework of the Local Facilities Plan and other operational plans.
  2. Directs the program management firm responsible for ESPLOST Projects for Savannah-Chatham County Public School System, including strategic and tactical planning, design and construction.
  3. Creates and manage project budget. Monitors expenses to ensure project progresses on schedule and within the prescribed budget.
  4. Manages all facets of project design, construction, and occupancy.
  5. Prepares bid solicitation documents in compliance with district, state of Georgia and federal regulations, if applicable.
  6. Qualifies contractors by reviewing bids and related documents.
  7. Facilitates meetings regarding project matters.
  8. Oversees architects, engineers, vendors, consultants, and program management firm staff.
  9. Manages project team by providing direction and leadership.
  10. Maintains construction documents in accordance with State of Georgia records retention requirements.
  11. Develops the Program of Capital Projects from the strategic plans, forecasting out through the next budget cycle, integrating the known project needs into a comprehensive, affordable plan.
  12. Manages the day-to-day operations of the Facilities Construction Department including overseeing planning and budgeting, assigning and tracking work assignments, troubleshooting problems with staff and fostering the growth and development of staff.
  13. Manages SCCPSS’ risk in these endeavors by partnering with legal to establish timely contracts that contain detailed scopes of services, appropriate insurance coverage and clear responsibilities and liabilities.
  1. Develops Standard work for project development and delivery; track progress using standard work tools and innovate/improve based on the results.
  2. Supports the vision and goals of the organization by actively participating in its leadership activities, trainings and upholding its policies and standards.
  3. Performs other duties as necessary for the effectiveness of the organization.

 

TERMS OF EMPLOYMENT

Incumbents will be considered “at will.” This position is considered to be “essential personnel, critical staff” when there is an event that creates security challenges or disruptions to district operations. This position may be required to work during identified periods of an emergency as defined in Policy Regulation GBRB-R, Title: Professional Personnel Time Schedules. Appropriate pay will be determined based on the Grade and allowable experience. This is a 250-day position, Gr. (A-3)
