PRIMARY FUNCTION: Position is responsible for ordering, tracking, and processing expenditures against the MSAP provided accounts. Position maintains yearly budgets, provides reports, and forecasts expenses against established budgets. Maintains all paperwork required for auditing purposes.

 

REPORTS TO: MSAP Project Director

SALARY SCHEDULE: G-8

WORK DAYS: 250

 

REQUIREMENTS:

  1. Education Level: AS Degree in Business, Accounting or Bookkeeping
  2. Preferred: Post-Secondary coursework with accounting emphasis

 

Experience, Skill, and Certification: 

 

  • At least 3 years working in an office environment in accounting or bookkeeping.
  • Experienced working with budgets, tracking expenditures, and creating reports.
  • Strong experience with MS Office Suite; Word, PowerPoint, and Excel.
  • General knowledge of government agencies purchasing procedures.
  • Ability to work independently, manage multiple tasks, prioritize workloads, and meet deadlines.
  • Strong customer service and interpersonal skills: ability to establish and maintain effective working relationships with a variety of customers, even in the most stressful situations.

Preferred:

  • Highly skilled in Microsoft Excel formulas and macros
  • Accounting or bookkeeping certificate
  • Experience working with state or federal budgets

 

Duties and Responsibilities:

 

  • Reviews purchase requests and recommends approval or denial by the MSAP Director based on alignment with Federal and state requirements, local policy, budget availability, and other considerations.
  • Monitors balances in MSAP accounts and reports any concerns to the MSAP Director on a regular basis.
  • Maintains files and documents necessary to support district financial records related to MSAP expenditures and for audit purposes.
  • Maintains records of MSAP purchasing card transactions and performs monthly reconciliation of statements.
  • Serves as liaison for spending between the designated contact person in each school and the MSAP Project Director.
  • Provides advanced warning of potential over-expenditure of budgeted funds.
  • Coordinates, processes, and controls transfers of budgeted funds in accordance with Board Policy.
  • Works in cooperation with personnel in the Division of Finance to facilitate timely transaction processing and accurate financial reporting in accordance with the applicable regulations.
  • Completes other tasks as assigned by the MSAP Director or as necessary for the effectiveness of the department.

TERMS OF EMPLOYMENT

Incumbents will be considered “at will. Appropriate pay will be determined based on Grade 8 of the classified hourly scale and allowable experience as determined by Human Resources.  The work calendar will be the 250 days. This position is non-exempt.
