PRIMARY FUNCTION:  This position provides leadership and vision for Human Resources Employee Services for Certified and Classified Staffing and is responsible for providing assistance to the Chief Human Resources Officer, in the areas of job advertisements, recruitment, interviewing of applicants, Onboarding, Certified Evaluations, and CPI.  In addition, this position is responsible for assisting managers, department heads, and school principals in the recruitment of applicants, the review and screening of applications, and the selection of best qualified applicants.

SALARY SCHEDULE:  Teacher

WORK DAYS:  250

 

REQUIREMENTS:

Educational Level: 

  • Master’s degree from an accredited college or university

Preferred:

 

Experience, Skill and Certification:

  • Valid Georgia Clear-renewable certification in any teaching field
  • At least five years progressively responsible experience in Human Resources employment services with at least two years of supervisory or leadership experience OR, at least 5 years of experience as an administrator in a school district setting.  
  • Knowledge of personnel policies, procedures, and regulations; ability to interpret and explain rules, policies and procedures, and apply them appropriately; ability to relate well with employees and the general public
  • Excellent interpersonal skills, energy and self-motivation
  • Demonstrable project management skills
  • Demonstrable computer software and internet search skills
  • Strong computer skills, including MS Office, Word, Excel, Applicant Tracking Systems, SAP, Internet
  • Demonstrable understanding of adult learning and training
  • Eligible for Georgia Professional Standards Support Certificate

Preferred:

  • Certificated in educational leadership
  • At least 5 years of related experience including at least 3 years of successful teaching experience.
  • Experience as a school administrator
  • Experience with recruitment

ESSENTIAL DUTIES:

  1. Responsible for the management and operation of the certified and classified staffing employment services and staff. Guides the day-to-day functions of the certificated and classified staffing organization. Identifies, selects and develops staff.  Ensures efficient operation of the department, staffing of positions in the system, and maintenance of adequate records of the department.
  2. Leads the development, implementation, recruitment and evaluation of effective strategies and high-quality processes to attract qualified candidates to the Savannah-Chatham Public School System
  3. Monitors the performance evaluation processes to ensure that all certified employees receive annual evaluations. Assists local school administrators with documentation of employee job performance concerns. Assists with the development of written documentation and correspondence.
  4. Responsible for establishing job standards for subordinate staff and effectively evaluating staff under charge.
  5. Develops and implements an effective flow of information between the Office of Human Resources, principals and hiring managers, and the community partners to solicit support for HR objectives and to achieve a positive public image.
  6. Represents the Human Resources Division with management level staff throughout Savannah-Chatham County Public Schools to address staffing issues and requests.
  7. Responsible for departmental screening and determination of qualified applicants for all positions. Manages screening and selection process of qualified applicants with appropriate department heads.
  8. Responsible for administering the wage and salary functions of the system through the issuance of contracts and placement of employees on the appropriate salary schedule.
  9. Ensures accurate entries on the Personnel Docket for the Board of Education.
  10. Responsible for the collection and reporting of the Certified/Classified Personnel Inventory to the Georgia Department of Education and the maintenance of the Professionally Qualified (PQ) database system of the Georgia Professional Standards Commission.
  11. Responsible for the administration and overall quality and consistency of customer service provided by Human Resources Employee Services.
  12. Interprets policies, rules and regulations; reviews practices and procedures, and makes recommendations for changes as appropriate. Ensures compliance with state and federal laws, regulations, standards and guidelines.
  13. Analyzes complex situations and proactively identifies possible solutions.
  14. Responsible for a continuous recruiting program with a focus on employing sufficient numbers of qualified personnel.
  15. Participates in senior level recruitment.
  16. Ensures proper screening and selection of highly qualified applicants with Division of Academic Affairs content area Directors and/or Coordinators.
  17. Promotes and provides a positive experience for the applicants, candidates and hiring managers in meeting staffing goals.
  18. Ensures that direct reports are properly counseling and advising applicants regarding the school system, its policies, procedures, benefits, etc.
  19. Ensures that staff performs proper follow up with applicants on any employment related questions or concerns. Maintains communication with qualified applicants, keeping them apprised of their status/next steps.
  20. Serves as instructor or facilitator for Leader Quality trainings. Conducts in-service workshops and training for principals, managers, and department heads as assigned by the Director of Employment.  Develops, monitors and evaluates Leader Quality training, coaching, mentoring and support to enhance the knowledge and skills of principals and future school leaders.
  21. Plans and coordinates with director to provide professional development activities through leadership mentoring and coaching.
  22. Coordinate administration of the voluntary transfer process and involuntary transfers as required.
  23. Assists principals, managers, and department heads at all levels with recruitment and selection of staff. May assist with interviews and determining qualifications of teachers and other administrative applicants.
  24. Supports the Director of Employee relations in determining the necessary interventions for teachers and leaders in need of remediation and provides feedback.
  25. Participates actively in the Human Resources Leadership team to develop and realize Human Resources strategic plans, goals and outcomes.
  26. Communicates professionally, tactfully and with the utmost diplomacy at all times, treating all candidates with dignity and respect.
  27. Keeps abreast of current trends and practices in the content areas and in instructional leadership.
  28. Develops and maintains relationships with outside vendors and support staff.
  29. Maintains a high level of confidentiality at all times.
  30. Duties are subject to change as scope of position is developed and broadened.
  31. Performs other duties as necessary for the effectiveness of the organization.

Terms of Employment

Incumbents will receive an annual contract. The work calendar will be 250 days. Salary will be determined based on level of certification and allowable experience.     New 3/2024
