PRIMARY FUNCTION: This position assists the Senior Director with the planning, developing, and implementing of a comprehensive program for students with disabilities, which assesses the needs of students, develops and implements special education services and programs including home and hospital teaching, psychological service, and evaluates programs.

REQUIREMENTS:

  1. Education Level: Master’s degree in special education or related area from an accredited college or university Preferred: Education Specialist or Doctorate

ESSENTIAL DUTIES:

  1. Provides leadership in the development of policies, which relate to pupil placement in special education programs, class organization and management, and the extension and development of programs in accordance with special education laws and state/federal regulations.

  2. Develops and coordinates timely and uniform procedures for early identification, referral, testing, screening, placement, dismissal, promotion, and transfer of children in special programs in accordance with special education laws and state/federal regulations.

  3. Works with principals and other staff about student attendance problems, about transporting children in special education classes, and about construction and maintenance of facilities related to special education.

  4. Develops and implements a system of student accounting and information on each child in each area of special education.

  5. Establishes channels of communication in and between the various sections within the special education staff and the total school system.

  6. Proposes a yearly budget for special equipment and instructional supplies for sites.

  7. Develops techniques for continuous re-evaluation and appraisal of the existing programs through an analysis of data, utilizes basic research for better ways of meeting special educational needs and projects plans for extending and adding services.

  8. Coordinates the recruitment selection, assignment, supervision, evaluation and in-service training of special education teachers and staff with principals and human resources staff.

  9. Fosters professional growth of personnel through in-service programs, staff meetings, workshops, classroom visitations, individual conferences, and professional meetings.

  10. Coordinates all special education training, in collaboration with the 

    Professional Learning, for site-based managers and works closely with school personnel in coordinating the administration and supervision of the various areas of special education, interpreting the program, clarifying the procedures for obtaining special education services, participating in teacher meetings, and serving on various school committees.

  11. Works closely with the community organizations that provide supplementary assistance to special education programs.

  12. Interprets special education services and needs to the community.

  13. Interprets state and federal regulations as related to I.D.E.A.

  14. Works closely with the State Department of Education in planning and organizing the local special education programs.

  15. Uses program evaluation data to provide information to management.
  16. Performs other duties as necessary for the effectiveness of the organization and the safety of students.

TERMS OF EMPLOYMENT

Incumbents will receive an annual contract. The work calendar will be 250 days. Salary will be determined based on level of certification and allowable experience. Exempt
